credit card payments through paypal. He tells me to cancel the "unclaimed" payment and then transfer the money through the normal paypal way. I try to cancel it but i get this message "This payment cannot be cancelled. Please contact the recipient to request a refund.

You can only cancel payments that are sent to unregistered recipients."

I have two problems.
1. How can I cancel my payment?
2. Why can't he accept my credit card payment in the first place? Are all users that are registered with paypal able to accept credit card payments? When you pay somebody and the credit card company sends them the money, do they have to accept it somehow or does it automatically gets sent to them?

He has to refund you - he obviously has only a personal PP account, not a Premier one.

If you have trouble with him, if he was showing that he accepted cc payments on the listing, you can report him!!

Well first of all, all Sellers on Ebay are not automatically setup through Paypal. Many of them are realtime merchants and they normally process credit card payments in realtime, meaning they do not use a third party processor like Paypal and they normally have their own account setup with their bank or credit card processor.

Now normally, Paypal will require that all registered users send payments to and from another registered user but if one user is not a registered user, you can't make them become one. It's clearly their option to accept the payment as a registered user or not. It's ridiculous yes, but this is their option and not a Paypal requirement. They have the right to refuse the payment or to accept it. But if they have an account already as a merchant processor, they will probably automatically cancel the transaction or ask you to cancel it through your login at Paypal. Just because they sell on Ebay, you can't always assume that they are registered users at Paypal. It's alot cheaper for them as a realtime merchant processing credit cards to pay through their processor and not Paypal because they don't have to pay all the fees involved with accepting your payment.

Lastly, what you should do is:

1. Login to Paypal and request a refund.

2. Login to Paypal and request cancellation of the payment.

3. Login to Paypal and even create a dispute just so that Paypal will listen to your request to cancel this transaction. They are lame and many times they will ignore your inquiries when it comes to matters of payment due to them not making any money on the fees they charge the user who receives it. So they may take a while to get back to you.

4. Once you get refunded with Paypal or the payment stopped or cancelled, you can then give your credit card information to the recipient and they can then process your payment through their credit card terminal and complete your transaction.

But to avoid all this in the future:

1. Register at this website, they are similar to Ebay but they don't have all the red tape and they really care about their members.

2. Register as a Buyer and you are set. Login and start shopping with other Members and don't worry about these type of issues again because they will automatically cancel the transaction for you entirely so you're not out of your money.

wow how bizarre, they should accept c/card & if paypal have processed it then the seller should have the money. i'd put my foot down with the seller & say u did everyhting properly & will take it to ebay tribunal & give neg feedback if he cant resolve this (sounds like his error) best of luck

i would contact paypal by phone and tell them whats up, might be a scam you dont want to find out the hard way...
