C is the answer due to there are no exact bounds to the visible spectrum; a typical human eye will respond to wavelengths in air from 400 to 700 nm, although some people may be able to perceive wavelengths from 380 to 780 nm.

1) Not all Solar eclipses are total. The recent ring eclipse is an example; part of the Sun was visible all around the Moon. 2) Even in a total eclipse, the atmosphere scatters some dangerous electromagnetic radiation and your pupils are wide open to it because of the general darkness. Generally the shorter the wavelength, the greater the energy per photon and higher penetrating power, but the above 2 things are the real problem with viewing Solar eclipses.
