Sex on the beach is NOT on, you get sand in places you don't even want to think about! Besides, I hardly think it's appropriate for a 14 year old's birthday party!
Frisbee's good fun, but sort of only limited to a few people. How about "dodge ball" with one team in the water, the other on sand?
Also, you can have a scavenger hunt, where your guests need to collect a set of items, like: 10 seashells, 3 leaves, 1 piece of seaweed, something coloured blue, etc. Have a pre-written list ready. 1st team back with all items, win something [like the right to chuck wet sand at the other team].
