No, anywhere there is a Western Union Office you can wire money to another Western Union Office. Banks will deal with each other and if the two banks honor each other then they will accept the wire transfer.

I asked Bank America if they would accept a check or wire transfer from a former Soviet Union nation. They told me yes, but it might take up to 6 weeks to clear and they wouldn't honor the check until it cleared. That is the problem you might face.

You don't have to have a BofA account - but you will need a bank account of some sort
