i mean why arent there programs for acting in tv or film. or are these the same thing just the names are different.

The vast majority of university programs in the USA are for the stage.
There are some programs that also have film/TV focus as well, but you will only find them in major market cities like NY, LA or Chicago...
UCLA and the USC programs in Cali as an example.
There is a difference in the training.

That's the basis of all technique, it's where you begin. Just like dancers start in ballet, actors start in theatre. The classes like 'acting for the camera' are likely in the curriculum somewhere, but not the main focus. Email the head of the department and ask what the courses are. Oh, and acting for theatre or for tv and film is not the same. There are different classes for them.

Acting is part of the Theater Department.
Actors must learn to act for the theater (i.e., the stage), actors are not trained to work in television, commercials, etc.
Most actors will perform in theater, whether it is Broadway, Regional Theater, or their local theater.
