The best answer is A.
B doesn't work because oceans create lots of obscuring weather. C doesn't work, because Venus is extremely cloudy. D doesn't even make sense at all. Space platforms are inherently not on the surface of planets.

I'm wondering if you wrote c and d correctly. After c, choice d doesn't seem to make sense.
A and b are hard to choose between, but I would go with the island. Islands in the ocean usually have very stable atmospheres so even with occasional overcast, the clear days have very little heat wave distortion because of the heat-absorbing nature of the water. Desert regions have problems with heat wave refraction, thermal inversions, that distort images.
It would have been nice if the question had said, "on a high mountain top on an island in the middle of the ocean," because that is exactly where the best telescopes in the world have been placed--on the Island of Hawaii.
Now if d was supposed to read something like "on a space platform in orbit around Venus," then that would be the best answer.

Of the answers you give, I would say that A is the best choice.
But the real best choice would be in space where you don't have a planet's atmosphere to cause distortions.
I believe the one used now is the Hubble Space Telescope.
