There are prefab ones that you can get. Soooooooo much easier.
We have one for our Koi pond.
But, if you really want to make one, which I think that is a great project for you and your dad, you will need to raise one side up above the pond. Dirt, plastic liner, and large rocks.
You will also need a pump, water line to the area that you are making the fall.
Really, the prefabs are much easier.

I bought a fifteen gallon barrel from Ace hardware, heavy plastic: cut the top off with a sawzall, at an angle and put it in the ground to the height I wanted the falls, then I cut a flap on the barrell so the water would come out evenly and with a torch bent it. Then we put a layer after layer of river rock around it to cover it and on top I put a slab of sidewalk material I got from a greenhouse.
I did fill in some with concrete to make sure it all held together and my wife finished with smaller rocks and plants, flowers. On top of the sidewalk slab we put a statue of two children we got at Wal-Mart going down a slide. It all came out beautiful and is a topic of conversation when people are here. I used an old sump pump on the barrel, I put fittings for a hose to connect to the bottom and a ten foot hose goes to the bottom of the pool: It hooks up to an old sump pump, I put a aluminum screen over it to keep it clean, it's been running for three years now, cheaper then a pond pump. I could have went pre-fab but being a former contractor and retired, why not, I like building things. My house was in Homes and Gardens for the state.

Go to your local hardware and buy a roll of light gauge mesh (chicken wire is the best to use)then from the mesh mould your water fall , then make up a lot of paper mashe and cover your mesh with a thickness of 1",Let it set for 48 hours then spray aqua create or similar material over your mache ,let material set then install your pump.
