its a twiztid discography, its at 90.9% and it says 0 out of 0 seeders but 12 out of 22 people are online, is this torrent bad or will it need alot of time?

It seems ok to me. What I think is wrong is that the 12 our of the 22 ppl have 90.9% like you and the rest are below the 90.9%. The seeders are the actual people who have 100% completion. Unless a seeder don't show up you won't go past the 90.9%.
Just keep it open until one seeder shows up.

Sometimes the tracker can have what I call a hiccup. Everything will be flowing smoothly and then stop. If after a couple of minutes it does not restart. Shut down you BT program and restart it. Don't worry about what you have downloaded so far. You will still have it.
