i feel bad i was walking my two dogs (huskies) and there was this kid he looked the same age as me (16) and he kept following me and i thought okay he is just riding his bike and then i went to the car to put my dogs in then he just sat on the corner and watched me for 15 minutes while i was takeing care of my dogs. (i was giving them water) and then i just said "hey you seem to be following me you wanna pet my dogs" and he just looked at me and rode his bike away like he was sad. Would you feel bad if you were my situation. i feel so bad

Tough call, how protective are your dogs? You can't be too careful now days. He could be a kid that likes you and thinks you are cute but is too shy to talk to you, Or he could be a stalker.
Something else, this might sound paranoid but considering our across the street neighbors had their Huskies stolen.
Less than a month after that our next door neighbors had their Doberman stolen.
Just recently one of my ex wives had her Doberman stolen as well
So this might be worth mentioning. He could also be casing your dogs to steal them.
Tell your parents about it.
If you live in a pretty small town you (and your parents don't do it alone) can discreetly find out about him to be on the safe side
