Think about the internet as a bunch of phone lines. When you go to a website, you are connecting your computer to a bigger computer (a server) somewhere else in the world. It's like when you call someone, you connect your phone to someone else's phone somewhere else in the world.
So nobody owns the whole internet. That would be like asking, "who owns all the phones?" The internet is made up of tons of websites, with each one kept on separate computers all over the place, owned by different people.

No one actually owns the Internet, and no single person or organization controls the Internet in its entirety. More of a concept than an actual tangible entity, the Internet relies on a physical infrastructure that connects networks to other networks. There are many organizations, corporations, governments, schools, private citizens and service providers that all own pieces of the infrastructure, but there is no one body that owns it all. According to Al Gore, a very good guy, he invented it. No one owns the Internet! That's the best part. There are backbones all around the world that store vast amounts of information and increase bandwidth for websites. These backbones are servers that can store in brontobytes! What's a brontobyte. Just think of a number with lots and lots of 0's attached to it, and then... gigabyte.

No one, the internet is a worldwide collection of networked web servers connected by a series of central 'backbones' one of them is in LA.
The internet is overseen mostly by the World Wide Web Consortium (WWWC) but they do not own it.
