I hear it all the time from my friends' kids. Now, whether they're in their right minds or not, I can't judge. They are in their early-mid 20s.

actually, i do hear some teeangers say it. it means something like 'woohoo!' or 'yay!' ... a lotta them say 'woot! woot!'

I think it means something like "yipee"

It is used to express happiness or excitement
