My pediatrician says that means they didn't get enough sleep during their nap. My kids (3 of them) do the same thing, and I'll let them go back to sleep most of the time. With growth spurts and their sleep requirements being so huge, I let them sleep. One of my boys is a huge sleeper, big eater and a happy camper. So if he cries I let him sleep.

because they want to be left alone, they were enjoying it and they need time to wake up, or they got scared in their sleep, I have cried as a grown up being scared out of my sleep, it can really shake you up

my 2 year does it too sometimes. maybe something had woken her up and her nap wasn't fulfilled.
