That is called quilting. It is not limited to blanket type items.
All good fabric stores carry PREQUILTED fabric. When making a garmet such as the adorable dog vest, you cut out the pattern from pre-quilted fabric. There is no actually quilting experience needed. You could actually sit and machine quilt any item using the techniques described above as well but "cheater" quilted fabric (as it is also known) is so easy!
You do not need to buy anything other than your pattern, "cheater" prequilted fabric, and notions (threads, scissors, buttons,ect.). There is no batting to buy, no lines to sew. It is already quilted.
you could even make other projects from this prequilted fabric too. Purses, bags, pillows, whatever you wanted.

You make a little sandwich with three layers, the top fabric, which has the quilt pattern, the middle batting (cotton fluffy stuff), and the bottom fabric, usually a plain design.
Then you sew lines in it, by taking needle and thread and go in and out, in and out, and sew lines about three inches apart.
When you are finished, you sew a border around the edges, and there you are, a quilt.

This is done very quickly on a sewing machine. Just put two layers of fabric together with some thin batting in between. Sew a bunch of lines, evenly spaced, in one direction, then rotate the piece and sew more lines in the opposite direction. Then cut your pattern from this new quilted fabric you have made.

my gosh , how cute ! seems to me, I've seen placemats that look like that. you could buy 2 and all you need is to cut a piece for the velcro and cut out a semi-circle for the neck, if you aren't too experienced , this would be so simple. good luck
