Aponogentons are a bulb plant and like many other bulb plants bot aquatic and terrestrial, they require a resting phase. You can often find them in this rest phase for sale in places like Walmart. They are sold in a small bag, just barely wet if at all and ready to drop in your tank. If you want to get blooms, this is the best way to buy them. Once added to a tank they will grow a few leaves and put up a flower stalk that must be able to leave the water to flower. At the point it opens, you can place a plastic sandwich bag over it and give it a gentle shake each day to spread pollen, or spread it with a cotton swab. The seeds with form and mature on the stalk and then fall into the tank and sprout or they can be collected and sprouted a few months later Once the plant has developed a fairly large bulb ( such as you see for sale) you can remove it from the tank, clip the leaves, wrap it in damp paper towels , put it in a zip-top baggie and rest it in the refrigerator for about a month to 6 weeks. After that you can add them to a tank and start the process over again.

That's only the basics, a good plant book or website can fill in the details of fertilization during the bub growing stage.
