1. A round tube of lipstick will cover the same amount of lip regardless of its orientation. If lipstick were square, for example, you would be applying a wider or narrower line depending on the rotation of the square's diagonal (since its diagonal would be longer than its sides). Also, a cylinder is easier to grasp.

2. The real determinant of its center of gravity is the weight contained within, and most of the weight in a container of washing foam comes from the substance itself rather than the container. Washing foam containers may be wider at the top in one direction, but they taper off up there, leaving very little product. Most of the product (if we're thinking of the same type of container) is concentrated in the lower portion of the tube, giving that area more weight; the result is that the whole thing has a lower center of gravity.

I suppose for a number of reasons. First of all, a round shape contours the lips better. Most lipstick tubes swivel, so the roundness conforms to the shape of the swivel part of the tube. However, the tip of the lipstick varies from elliptical to sloped, to flat. to squarish to pointed.

You're now talking about the shape of a container of washing foam. You're right about the center of gravity, and a container that's wider at the bottom has a better chance of remaining stable and not tipping over as easily as a top-wide bottle. But the shape and design of containers is mostly up to the manufacturer.

Lipstick is round for ease of handling. Washing foam is wider at the top so that, when you are not using it, it is stored upside-down. This makes the contents settle near the squirt part of the tube.
