I think in theory that it isn't but in reality it is!

I think it was Mark Twain who said "An honest congressman is one who, when he's bought, stays bought."

It's like the old joke about lawyers' ethics. Say a client comes in and pays his bill in cash, and as he's leaving, you notice that he gave you not ten hundred dollar bills, but eleven. The ethical question is this: Do you tell your partner?

I wouldn't say so. There are certainly some severely unethical, corrupt individuals in both bodies, but I would not say they represent the entirety of congress. The lack of real term limits in congress forces members to focus on getting re-elected, not on making a real difference. I never expect any elected official to represent constituent interests. I only hope they will vote their conscience. It is very difficult for them to do that today.

It is sad to me that congress saw fit to impose real limits on the presidency, but can't seem to understand that they are ones who need them.
