Want to start a radio station for asian listeners and want to know the requirements to do so?

I am thinking of starting a radio station (fm preferred) here in southern California for asian listeners and want to know the requirements needed to do such a venture? would it be easier to propose an existing radio station to change their format? or .. any suggestions?? would be the first if ever..
