I think you need to go with your gut feeling about a person. Do you click? Someone can tell you they are neat and be a slob by your standards. One thing for sure you want to find out is whether or not they plan to have a boy or girlfriend hang out there alot. This can cause problems sometimes. Lay down some simple rules and the rest is just luck. Sometimes it takes trail and error to find the perfect roomate .

How will they pay for expenses? Job, parents, you need someone who will pay
Do they know how to clean? You dont want to live with a pig and if your a neat freak make it clear at the start.
Do they drink , smoke, party hard? If you arent like that you wont be able to live with someone who is.
Do they have referees? Might be hard if they are just leaving home.
What do they expect to be able to do? Friends parties etc.
Its better to make the rules clear right at the begining. It'll save arguments later and can weed out any that aren't suitable.

Are they prepared to pay their rent via the bank so you never have the embarassment of asking for it springs to mind.
Can't you find a friend to share with? It's a big commitment sharing with a stranger.

Okay, I'd see how you would split the bill when it comes to important costs (if it is an apartment), um. I'd ask if they smoke or drink and see how you feel about that, how they feel about having people over and privacy, pets, etc.
