what you heard is correct, pre-boiled water is a fraud. i was wondering the same but no one would tell me, so i bought pre-boiled and i found out...
i still don't know the recipe, though.
do you know the ingredients of a cheese and ham sandwich? this is bothering me for a while, no one is telling me this either.

Place in a titanium jug with a looped handle. Lower the jug of water into the lava of an active volcano with a steel braided cable. Climb down the cable to check if the jug is producing a hissing sound. When you hear the sound, climb out with your jug.

You must go to Mount Doom in the Land of Mordor and throw the water into the fiery chasm from whence it came.
