at 2.30am in budget terminal.
Will then travel from budget terminal to terminal 1 and 2 .. is there anywhere inside terminal 1 and 2 that has comfortable free lounges or somewhere comfortable to stay until 6am?

You can check with your agent to see if there is an alternative to change terminals but I think you've hit a snag. The Budget Terminal shuttle quits about midnight so you will have to take a taxi to the terminal you are departing from. That will encounter a SGD 5.00 surcharge and the meter fare probably about $3.00.
Hopefully you can check-in and go inside when you arrive. If so there are many areas to freshen up. Terminal One even has a pool upstairs on the east end. Terminal two has better lounges and showers. I don't know the hours of operation for the inter-terminal train so make sure you know which Terminal you need.
If you can't check in to get in-side, Terminal One has some comfortable seats neat the Coffee Bar on the east end. (To the right if you enter from a taxi.) Terminal Two has many compfy spots.

I stand corrected. Budget Terminal Shuttle Bus currently has 24 hour operation. Between 00:30 and 04:30, it operates on a 30 minute schedule. It will take you to Terminal 2 which is a nice place to wait. Again see if your agent can arrange for an early check in.

Changi aiport is the best airport in the world and it does have many comfortable facilities for you to use during your layover. I would recommend you head to Terminal 2 and ask the information counter for the best place to relax. There are lounges everywhere, but if you want to get a shower or freshen up, then there is a place upstairs where they provide showers, a gym and lounge chairs for a small fee.

You can try BurgerKing or Delifrance at Terminal 1, or McDonalds at Terminal 2. They are opened 24hrs. You can get very comfortable sofa seats in McDonalds, restaurant staff will not chase you away.....
