I wonder if you could lay plastic wrap over the surface of the water? Removing the air bubles as you go.
In California you can ask for a fish for free. The State will give it to you. They require that there be no chance for this fish to get into a stream.
Maybe you can buy some small feeder gold fish. You will need to feed them.

go to a hardware store like Lowe's or a nursery buy some mosquito dunks put one in your barrel they are completely natural you could drink the water

Dove dish soap kills mosquito larva and will not hurt your plants---or you can give it a shot of raid bug killer and it will get rid of the larva. It just takes a little of the Dove to do the job---lived by a summer swamp area and used to toss in bottles of Dove to kill the larva---it works.
