Most DVDs are copy protected, so you can't just read the video off them directly.
However, there are programs that can break that copy protection. DVD Decrypter is one that has gotten good reviews.
Then you need a video editing program, though Windows Vista might come with software to edit the video once you get it extracted from the DVD.
