You will be able to get the Mirror after you complete the quest at the Royal Hunting Ground with Prince Charmles. The king will allow you to get it from the treasure room. Just give him the Argon heart, and he will open the vault on the 4th floor.
You won't be able to go to Arcadia until you finish the Dark Ruins. Once you finish up at the ruins, you will end up at the Inn in Argonia. Leave Argonia, and follow the path east, and go north at the fork in the road. The gate at the north end of this path is open now.
The King is telling you Jessica is getting "unstuck" too often because you need to get her some better armor. Also, use all your seeds of life and seeds of defense on Jessica, she needs them. Have fun, and good luck!
