It decreased 66 2/3% because

8 is one third of 24
This means it is 1/3 as warm, and has dropped 2/3 and 2/3=66.666...% or 66 2/3%

first, you need 2 know how much the temperature is dropping. subtract 8 from 24, which is 16. when it comes 2 percentages, u want 2 compare the the temp @ noon 2 the difference between that & and the temperature now. put the numbers in to a fraction like this: 16/24 (difference/ temp @ noon). then divide the numerator by the denominator & u'll get 0.66, which is the same as 66%. hope that helped u!! :-)
