Early in the morning like right before sun comes up because
if you do it at night. grass can get deseased form being wet all night.
also its better to water longer every other day (promotes deeper healthy roots.) than little each day.

Watering during the day causes water to evaporate before it hits the ground, especially in desert areas where temps are high and humidity low. In the city near me it is unlawful to water between 11 a.m. and 7 p.m. just because of the evaporation factor.

Another consideration is what type sprinkler. Those that throw the water high into the air may lose too much water to evaporation before it hits the ground. Also the water droplet size should be large enough not to blow away but not too large to where you apply water too quickly for the soil to absorb.

Some people believe watering at night may promote disease. It might if your yard is dense, shady and has little air movement. Air should circulate easily through the yard.

I've also heard watering during the day burns the lawn because the water droplets act like magnifiers for the sun......naw, I'm not buying that one.

Years ago I read the Chinese farmer only irrigates at dawn and the few hours after. They feel the plants do best if watered early in the day.

Personally, I prefer to irrigate at night so less water is lost from the ground thru day sunlight and temperatures. Diseases are not a big concern for me.

It's better to water deeply every morning than lightly frequently. If you do it in the morning B4 the sun comes out the grass gets more moisture because the sun isn't vaporizing the water. If its real hot out try to keep the grass watered because with out water it dries up and burns from the sun. It's like being dehydrated. Without water in the heat your nothing at all. Hope this helps. P.S put fertilizer on your grass at least once a week. Like one the weekends. Do it before you water the grass. If its really really really dry out side don't water it because the water may reflect the sun and your grass could catch fire. But if the air isn't dry you can water after fertilizing for healthy green grass.

Morning is always the best time to water anything. The foliage on grass and plants needs time to dry off in the sun to avoid mold and mildew problems.

Wee hours of the morning. If you can't do it then, fairly early, before work. (The coolest part of the day is best. Cold water can shock plants and grass so water when it's still the coolest.)

Morning; before the sun gets hot or it will steam the grass/veggies/flowers.
If you water at night it will cause mildew.
