The baby pool is *MUCH* shallower, so there's less water to heat up (and cool down).
When they put water in the pools its probably about the same temperature (maybe 50" to 60" F) - but sitting in the sunlight it can take weeks for the big pools to come to whatever your air temperature is, but less than a day for the smaller pools.
Yes, they'll cool down some at night, but they'll just heat up again the next day.

Because the sun warms the water, and there is a lot less water to warm in a baby pool than in a big pool, so it heats faster

It could be that it's just heated more!
But also the water in a pool acts as a greenhouse. Sunlight goes through the surface of the water and infra-red rays are converted to heat and trapped in the water. The shallower a pool is, the greater this effect since the ratio of surface to water volume is more.

Less water for the sun to heat up, and well, it's babies and toddlers, so chances are the kids pee in the pool.

There is less volume of water for the sun to heat in the wading pool than the MUCH larger adult swimming pool.

no, the baby pool is warmer because it is shallower water and is also a smaller body of water. it is comparable to heating up your tea kettle vs heating up your water heater. full of fresh, cold water, your kettle might take 10 minutes to heat up, but your water heater emptied and refilled with cold water would take at least an hour maybe even two
its just that the smaller body is easier to heat up

They heat it a little bit more, I assume because:
1. Babies will get in it if it is warm.
2. It is much cheaper to heat the whole thing than a giant adult pool.
