where can I get a blank cd with 708 megabites?

that is slightly bigger than a std CD advertises.
However, depending on what u are burning and what program u are using....

some files indicate more than 700 MB but burn less - image files

some burners will" overburn". Not recommended but may be able to put the extra 8MB on the CD-usually only about 4MB will fit.

You can't. CDs are only 700 megabytes. You can overburn one, if the software you use allows that. Or you could use a DVD, since they're so cheap these days.
