Would say Reagan for his superior handling of economics and international diplomacy. However....
Reagan dropped the ball bigtime on leadership in the fight against AIDS. Each decade adds a zero to the number infected or dying. We're in the tens of millions now, and I cannot help but think that leadership from Reagan early on could have trimmed a significant portion of these losses.
No, presidents are not to blame for plagues and hurricanes, but Reagan could have stepped up and he did not. Therefore, half a star docked from being truly great.
That leaves the current president, a man standing alone and doing the right thing at the right time while the rest of the world wears blinders. President George W. Bush is the greatest president in the last 30 years. Heck, maybe in the last 100.

CARTER???? You can't really be serious. He has done more good since he left office. He decimated our military by closing so many bases and signing treaties that severly hampered our presence overseas. I would agree with the majority that Reagan was the best of the last 30 years.
By the way I was stationed at a base that was closed thanks to the Torrijos-Carter treaty and now all the former bases have fallen into disuse. How much money was spent over the years to build and maintain the Panama Canal and all the bases and now......Nothing. It's sad and to think of it Noriega probably wouldn't have gotten away with half the crap he did if there would have still been a Canal Zone. Carter......HA

Well, I don't care for any of the presidencies in the last 30 years but since you limited to just these years... the first Bush and Clinton (its a tie and no one will like my answer). I picked them because both of them had great cabinets, understood foreign policy and had great economic policies (not flashy ones but they were fiscally responsible).

I would have to say that in their own ways, Clinton and Reagan were both highly beneficial to the country. Of course all presidents have their ups and their downs, but Reagan was incredibly good for the economy and Clinton was very good with foreign policy.

I think you have to go with Reagan. He ended the cold war, set up the huge technology/research boom, and really was the last stoic leader that we have had as a president.
