it's both... some guys are shy and it's hard for them to say it, and some guys just say it because they either want to get in your pants or they want something.

Smitten boys say it at the drop of a dime. Bitten men say it after a very long time.
'Men' do not say it to get in a woman's pants. After all, it really is only the 24 and under crowd of girls that it actually works on. A grown 'woman' will see through that crap in a second.
Often, this confession from a man will signal (to him) loss of whatever marginal control he felt he had in the relationship, and most men believe that this signals his decline, and the decline of all that was good in the relationship. This comes from the stereotype where, once the woman believes her man won't walk out, she closes shop in the cafe of love, and begins down the road to full-blown battleaxe-land. Of course, the reality is that both men and women exhibit this kind of turn-around behavior, once they think they can get away with it.
However, if men and woman started agreeing that we treat each other poorly in the same ways, we might find that the whole thing is really human nature, rather than an entirely male or female characteristic. However, then we wouldn't be able to generalize all men as dogs, and all women as bitches, which are just girl dogs. Weird, huh?

False! Men seem to be the last ones to say it. i've always been more ready to say it, in a relationship, than the guy has. Then again, almost any guy I've ever dated ended up being a committment-phobe, even though I didn't know it at the time. *sigh*
And unfortunately, it seems like most of my female friends have also noticed that guys are reluctant to say "those three little words." Guys seem more comfortable DOING things to show how they feel about us, rather than SAYING things to show how the feel about us. Which I guess can be okay, since actions often do speak louder than words, as the saying goes. However, it's still nice to also hear it in words once in a while! :)
