I was in this situation once before, and I surrendered my license. I guess we do not have the right to complain about corruption if we do not do our part. When we bribe, we are corrupting people. In fact, this is the most prevalent mode of corruption, with the largest number of participants - - - - all of the corrupted and all of the people making lagay, reasoning that it is for convenience. Hasn't it occurred to people that this is the same logic - - - convenience - - - when corruption happens big time?

I am a busy man, too. And I am normally driven by a professional driver. When my driver commits an infraction, I ask him to surrender his license instead of lagay. The day I had to surrender my license was when it is his day off. I am a weekend driver.

I saw the previous answers, and I know this position is not popular. I would rather be right.

The art of making "lagay" is a practice prevalent in the Philippines whereby one can make something (e.g., a traffic violation) go away by "sliding" some grease money into the hand of the arresting cop. In another instance, one can also make something be processed faster than the usual pace by making "lagay" - as in motivating a clerk to put your paperwork on top of the pile. Yes, it is bribe money or we can use such euphemisms like "accommodation fee", "sweetener", etc.....but no matter how you slice it -
it's still bad! But alas, deeply ingrained in our culture!

Disclaimer: I am not saying EVERYONE does it...all I am saying is in most parts, we tolerate it or at least turn the other cheek.....after all, nobody gets physically hurt so what's the harm, we rationalize.

As a Cebuano speaker, I would rather surrender my license than give "lagay". He can get other peoples "lagay" if he wants to but not mine.

By the way, if the driver has the hots for the Policeman, he can give his "lagay" without any hesitation. Or they can exchange "lagay" for that matter.

Unfortunately women does not have any "lagay". So it would be a big problem.

Lagay, or bribing or as they say in the Middle East, baksheesh, is easy. Just keep a couple P100 bill stuck inside your license. When asked to give the license to the police, make sure the money is visible. They'll usually take it and leave you alone to go on your merry way.

I'll do "lagay" if I'm in the Philippines only, I'm a busy person and I don't want to waste my precious time without a license and processing it from the local police station or LTO or MMDA.

Hint: If you got a Media ID in your car, you might don't need a "lagay".

Here in UAE, the traffic rules are very strict. Cameras here and there and the patrolling traffic police are everywhere.

But sometimes luck comes around.

One afternoon, my bf and I were very late to our appointment. We tried to find the easiest way to reach our destination. Since we're both not familiar with the road, he made a wrong turn and didn't notice that we were on the opposite side of the road. Surprisingly, the police patrol car appeared in front of us.

I sent them a flying kiss with a wide smile and my bf smiled and waved to them. The result, they smiled and waved back to us and showed the way to get us to the right direction.

They maybe figured out that were at lost. So, they just let us go. No lagay, no DL confiscation.

Of course lagay would be the best. Since everybody is doing it, why would you not follow. Also its hard for you to get your DL back and have to go to cityhall and pay dues which would be more expensive. Drive carefully is the most righteous way anyway.

That's like the bribe money but I don't think I'd risk doing it here in the States.

Surrender my license and pay the fee. If the charge is something suspicious, surrender my license and will use our 'connections' to get it back. Most specially in Makati area.

i would rather have my license surrendered.. bribing is not an art.. it is an immoral act that defies the concept of punishment! nagkamali k... you should face the consequences of your actions!! "man is not defined by his words.. but by his actions". thanks po ma'am!! more power po!
