Yes it would be Pelosi--but a lot of people have answered that already. -Officially- the answer is Pelosi, but in the real world it wouldn't happen like that.
The thing is, if Bush and Cheney were both really impeached, it would take the cooperation of some Republicans in the Senate. And that just isn't going to happen, for Republicans to hand the White House over to the Democrats. What's much more likely is for a deal to be made to impeach Cheney first (or for him to resign 'for health reasons') and allow Bush to hand-pick a replacement, some Republican who seems moderate. (I don't think Lieberman would do since he's not a Republican). -Then- Bush would get impeached, or resign to avoid impeachment, and the White House would still remain in Republican hands.
This is what happened in Nixon's case. VP Agnew resigned under a cloud of prosecution. Nixon appointed Ford as his replacement, a loyal Republican but a 'moderate'. Then Nixon quit and Ford became president. Then Ford pardoned Nixon. 8^<

Pelosi probably should step aside and let someone concerned about the Constitution take the leadership of the House, perhaps Kucinich.
People who say Bush has violated no laws operate, as he does, on the principle that he is the law, contrary to the Constitution, Human Rights Charter, Geneva Conventions, and every basic principle of the rule of law.
This is resulting in the worst state of international affairs in modern times for Americans, and the gravest danger to our entire system of checks and balances. Any president following on these precedents whether Democrat, Republican, Socialist, or Independent is placed in a position which tends to dictatorship or oligarchy.
And when the founding fathers wrote about impeachment, they spoke also of the need to suspend those involved, including President and Vice President and any others involved in conspiracy.

Why would you impeach Bush and Cheney they have broken no laws. If you did, the cost would be phenominal (like Clinton) it would be better to let them spend the 18 months left in office.
Pelosi would be next in line for the Presidency.
