Start with a trouble shooting list for possibilities and go down the line checking until you find the problem. PS if it sits out in the weather then the magnetos might need cleaning

IN YOUR SEARCH ENGINE PUT THE NAME OF ENGINE (probably BRIGGS 'n STRATTON)
FIND A MODEL NUMBER OR SERIAL NUMBER LOCATED SOMEWHERE ON THE (housing) Top part of mower. Look for manuals some are listed on line and can be printed off. For you specific type of mower.
When you don't know for sure it's just trial and error.

Check the filter. Make sure there is not a string around the piece that turns the blade. If left out in the rain, water may have gotten into it. If you can't flush out the fluids yourself, take it to the shop. Do not let oil or gas get on the ground. DO NOT turn the mower upside down - it will get the gas and oil all in the engine and mess it up. Take out the spark plug and see it there is any trash, maybe take it to the hardware store to get the right size replacement. Usually need to replace them about once a year anyway.

If it is a Briggs & Stratton motor, on the right near the front there should be a rubber bulb, like a slice of a golf ball in size but not white. On mine it is black. Push it in, let it come out by itself, push it in, let it come out by itself, push it in, let it come out by itself. If you try to do it too quickly it will not work. Set the speed control in the start position or about a quarter of the way up from the lowest point. Then try starting. If that does not work the mower has a fault of some kind. Could be dirty spark plug, could be something else. Can't tell from here.

Need to know a little more about what kind it is. A rider or push mower. Tecumseh engine or Briggs and Stratton. I am a retired mower service tech with more that 25 years experience but need to know these things. Sorry :-)

take out the spark plug and clean it.
fine steel wool works great.
