Well I think that several Arab countries were consulted when it came to starting the Iraq war.

Kuwait and Saudi Arabia were where the US military forces came from when they initially invaded Iraq. Qatar was used as a logistical center.

Its hard not to consult a country about a war when you launch one from their territory, dont you think?
