I want to get a master degree in engineering from russia , did any one pass that situation before ?

I already had bachelore degree in telecommunications and Electronics Engineering.

My friend there are better Universities than in Russia. Russia is still a poor country. I am not familiar with the quality of their educational programs.

America would be a better choice or Japan or Sweden and Norway..... Also French would be better
