1. change both to improper fraction

2. now you have a fraction over a fraction.
7/2 / 9/4
you can change the division / into multiplication * by flipping the bottom fraction (division is sometimes called "multiplying by the reciprical")
3. 7/2 * 4/9
4. multiply two fractions, multiply across the top and bottom
7*4 / 2*9 = 28/18
5. reduce. both top and bottom are even, so you can divide out a 2.
28/18 = 14/9 and you are done

It usually helps to convert mixed fractions to improper fractions:
x = 3 1/2 = 7/2
y = 2 1/4 = 9/4
x/y = (7/2)/(9/4) = (7/2)·(4/9) = (7/1)·(2/9) = 14/9
