Why do you expect you should get funding for such an endeavor? Nobody else does. If you have some collatoral, go to a bank and get a loan.
Edit: Publishers will sometimes give an established author an advance, or even sometimes a beginning author if they think the work is worthy...but the vast majority of first-time authors have to do it on their own and then pitch it to agents/publishers. You don't get paid until it starts selling.

It depends...you did not give enough information...is it a commercial endeavor or is it for a non profit...like photographing habitat for humanity
if it is something like dogs with hats..it is a lot harder...start with your state...in PA it is the PA council of the arts....also ivestigate the national endowment for the arts......
getting funding for artistic projects is hard..not undo able...check local arts or college organizations and see if anyone offers classes or seminars in grant writing
the other choice you have is do a proposal send out some queries to publishers or agents and get someone else to publish it

If you already have th photos then you should create it yourself. Upload the photo's on your computer and then use MS Word or Adobe Illustratoto make the book you picture in your head ont he computer. Then go to lulu.com and self publish it.
If you don't have the pics though you aren't going ot be able to do much.

Try to find a wealthy person in your city to fund it. There isn't public money for a vanity project like that.
