Um...Almay right now has a line out that is made to bring out eyecolor. It comes with a mascara, eyeliner, and a trio of eyeshadows. They are kind of expensice so here are the colors.

Eyeshadow - http://www.almay.com/Pg/Main/CatProdDet.aspx?catid=32&catnm=Eyes&subid=242&subnm=Shadow&prd=28616&osubnm=Hazel

Mascara - http://www.almay.com/Pg/Main/CatProdDet.aspx?catid=32&catnm=Eyes&subid=239&subnm=Mascara&prd=28614&osubnm=Hazel

Eyeliner - http://www.almay.com/Pg/Main/CatProdDet.aspx?catid=32&catnm=Eyes&subid=231&subnm=Eyeliner&prd=28613&osubnm=Hazel

Um...you could just get the wet and wild ultimate expressions eyeshadow palette in Paradise Cove because the colors are almost the same and it is super cheap.
For a mascara I would say say waterproof so it doesn't get all over your face so Wet and wild H2O proof waterproof mascara in blackest black again cheap. For eyeliner again I would say wet and wild H2O proof blending eyeliner in Black chrome and like I said it is very cheap and can all be bought at drugstores.

i must say brands are a personal choice. i have hazel eyes and brown hair so i use a dark brown eye liner, eye shadows in golds, light browns, purples, and pinks. i have found if you use a darker color in the crease of the eye and a highlight in white or pink then your eyes should stand out. i also use either dark brown or black mascara lightly on my lashes. too much and you might as well wear sunglasses. good luck.

Try a light shade of purple eyeshadow from MAC for about fifteen dollars. Like try probably buying the ones that are a little sparkly. Then, try Maybelline Define- A- Lash at any drugstore for about eight bucks. I think you should try dark purple eyeliner or just plain black. I think the best eyeliner would be from MAC for ten dollars or more. :]

Try using a black eye pencil around the edge(lightly). And use a really light or opaque shade cream powder(just to make the shadow stick). Then finish with white eyeshadow and black lengthening mascara. FYI this won't work if you are very pale.

Almay has eye makeup made for different eye colors, try using that or finding the same colors in another brand.

If you want them to stand out, then just use colors that highlight them, such as gold. Darker colors, like black will probably downplay the hazel color of your eyes.
