Well, I usually call him a mass-murdering, torturing, raping, thieving, lying, utterly corrupt traitor to his country, but that's a bit over your 3 word limit.
I've also called him stupid, ignorant, and arrogant (world's worst possible combo, in the intellect department, as it means that he doesn't know anything, is incapable of learning, and thinks he knows everything).
Heartless and brainless.
I also refer to him as Dictator in Chief, Freak in Chief, Moron in Chief, and similar titles.
Mad King George is a three-word description.
I also call him a terrorist who hates America.
