The progression of responsibility is something like
Greeks-Roman-English-Americans.
I'm sure some people would say there are more in between the Romans and the English but I don't think there were any empires or people groups then that have affected things as much as these big four.

Check your history, England isn't even an English creation (Romans, Vikings, French,etc)
As for the western world, the Spanish, French and Italians, to name a few, would all have decent claims to have had some input.
Which part; the fact that England has been conquered several times, the fact that this isn't the only European country to have had a huge empire, or that there might've been some scientific discoveries which came from somewhere other than this little, although significant, island.

Is this a trick question? You need only look at the things the Englsh invented.
1. The internal combustion engine
2. Gunpowder
3. The light bulb
4. Pasta
I could go on. All our American cousins, across the pond in the colonies, that we had no further use for, can come up with is tortillas and luckily for them he was Mexican.

I disagree. I think the ancient romans were the ones who got the ball rolling. Before they invaded England was nothing but clans and tribes.
