Not really a bad idea. It would give some people a useful job and a feeling that they were doing something good.
I think people are giving knee-jerk answers because of the comparison to dogs, but are not thinking this through. Such guides and helpers would have to be paid, and I think it would beat the hell out of how they are treated now.
It would have to be the upper end of the retarded scale, such as neocons on YA, but it would work.
