Two dots between atoms = 1 covalent bond = 1 line.

Two dots on an atom that are not involved in bonding are left as dots = 1 lone pair.

H:O:H can be drawn H-O-H, except that on this website it is impossible to draw the extra 4 dots on the O atom (= 2 lone pairs).
