You can tell based on what kinds of color-detecting cells (these are called cone cells, or just cones) are in the animals' eyes. If they have S Cone Cells, they can see in violets. If they have L Cones, they can see greens. If they have M Cones, they can see yellows.
All colors are a combination of those three colors of light (note: the primary colors of light are different from the primary colors of paint). If an animal lacks these kinds of cones, it can't see colors that are in that range or are made from combinations including those colors.

We can teach mice or dogs or even fish to go through a door marked with one color rather than a different color. As you change the brightness of the colors, lighter or darker, you get to the point where a colorblind animal can't distinguish between them.
I think also you can examine the insides of the eyes of some animals and tell from that that they can't see color.

Some experiments seem to show color blindness in some animals and that others are not color blind.
Casual observation shows many birds and insects are attracted to particlar colors and not to other colors. Humming birds are attracted to red. Fleas are attracted to white. Many fish are attracted to certain colors of the same lures and not to other colors depending on the lighting and water conditions.

wHEN THEY WENT TO KNIDERGARTEN THEIR TEACHER FLUNKED EM OUT CAUSE THEY COULD NEVER NEVER LEARN THEIR COLORS, THEY STAYED DUMB AND GOT JOBS AT WENDY'S AND ATE PIZZA FROM GARBAGE CANS AND WATCHED RERUNS OF SATURDAY NIGHT LIVE AND THEN THEY WENT TO LIVE AT THE HAPPY ANIMAL SHELTERS WERE THEY GOT NO FOOD, NO LOVE AND WERE DEEMED UNFIT FOR SOCIETYS INTENTIONS.
