Pre-ejaculate contains, on average, 10,000-50,000 sperm. By contrast, a full ejaculate contains 4-8 million sperm.
And remember that it only takes ONE sperm to make a woman pregnant.
This is the reason why periodic abstinence and withdrawal methods are NOT reliable with regard to pregnancy prevention.

Absolutely. The chances are slightly lower, but definitely still there. No birth control is perfect, heck, my mom had a tubal ligation and still got pregnant with me, but "pulling out" is particularly unreliable.
