Perhaps what you're trying to say is that terrorism has replaced communism as the catch-all term for the enemy we all have to stay afraid of and be on the lookout for. Having this all-purpose enemy enables the government to take actions and authorize expenditures that would otherwise be difficult to push through. It also serves as a distraction allowing the government to conduct activities that may otherwise garner closer scrutiny.

No, the two are very different. Communism is an economic and political philosophy that espouses violent revolution and public ownership of the means of production. Terrorism is the tactic of using more-or-less random illegal acts of violence to instill fear in a population with the intention of extracting political concessions from thier government.
