Thats an incomplete definition of what a riff is. A riff is a very short musical idea that is generally part of a larger phrase. The riff and or the entire phrase is repeated two or more times. Riffs do not have to be played on the E a strings.
Here a example (I've written the notes in the easy keys below a solmization of the sound...this is the best I could do on short notice without being able to write it out on music manuscript paper...just match up the note to the written sound, one note per sound[it helps if you know this songs]):
Think of the guitar line that start the song Layla, by Derek and The Dominos:
Da da da di da da daaaa
G...Bb..C..Eb..C..Bb..C
That's a riff. Its followed by another riff
Daaa Daaa Daaa Dooo Daaa
G........Eb......D........Bb.....C
Then it repeats. Those two riffs make up a phrase.

pretty much yeah, but they can be many variations of fingerings, usually made with power chords and could also be on the A and D string, or a combo of the top the strings (and the occasionly G string) like 1(E string),3(A string),3(D string).....3(E string),5(A string),5(D string)....i hope that makes sense lol but yeah ur pretty much on the right track :)
