It was much larger then i'm use to in this area but still small. Bigger then 50 cent piece but smaller then a CD. It's butt was crazy hard, brown, and had bumps... it resembled a pine cone. Its upper body(like torso, head, and mouth) was black and you could see his things that it uses like hands to feed itself clear as day.

Any suggestions on what it was?

It sounds like you're describing a horned fungus beetle common in eastern pa. It's in a book I have of eastern forests. I'll see if I can get a pic for you.

As was previously stated. It was probably a Wolf Spider. What wasn't stated is that the bumps on its "butt" was probably spiderlings (young spiders). Here, instead of me explaining it....Check out wikipedia!!!

You will see the picture of the spider with the young on it's back. Pretty cool, I have seen them too!!!!!

It sounds like a wolf spider. They're common up here in the Northern States. I'm pratically your neighbor, as I am in Ohio. I've seen these in my basement before.

Probably a wolf spider. The 'things' are pedipalps (like feelers), not legs or hands.
