BD in NM has it, if you are taking U.S. coinage. The 20 cent Liberty Seated coin was minted from 1875-1878 and is still legal tender. It is of course worth more as a collectors item.

I think you may have meant to say "How do you make 30 cents, and one of the coins you use can't be a nickel?"
The answer to that is : You use a quarter (which is the coin that isn't a nickel), and a nickel.

Use an 0.20 euro coin and a 0.10 euro coin.
That is a 20 cents and 10 cents, makes 30 cents.
(Not all the world uses USA currency.)
