x/6 - 5/2 = - 1/3

Multiply both sides of the equation by 6

6(x/6) - 6(5/2) = - 6(1/3)

x - 15 = - 2

Transpose 15

x - 15 + 15 = - 2 + 15

x = 13

If what you meant was:
(x/6) - (5/2) = (-1/3)
Then, (x/6) - (5/2) + (1/3) = 0
(x - 15 + 2) / (6) = 0
(x - 13) = 0
x = 13

Hope it helps!!
