You need a gravel siphon
That is practically a must, how else would you be able to do partial waterchanges of 25% weekly and keeping the gravel clean
I don't know any other way then that
And never do a 100% waterchange
With the gravel siphon you never take the fish out
Also only feed your fish as much as they will eat in 3-5 min

I assume you have an under gravel filter, which is better but agravates this condition as it draws all waste to the bottom of the tank. If you don't then your filtration is inadequate.
Also be careful not to overfeed as any surplus food will sink, fish won't eat what they don't need, watch them feed if any thing is left after about 45 seconds or a minute you are over feeding.
Either way you will inevitably get this residue on gravel so a vacuum cleaner is a cheap worthwhile addition to your kit.

Yes, a syphon(gravel cleaner/vacuum thingy) is worth the expense, and is in fact necessary to keep a clean tank. It will also help with the weid whitee stuff.

yes, it is well worth the investment. Do not wast your money on the motorized ones, they are a waste if time and money. Get a manual one that works simply as a siphon. It is recommended that you change 25%(no more!) of your water every month. So, if you vacuum and do the recommended water change all in one shot. Your tank will be much healthier for your efforts. You also may be over feeding. FIsh only need to be fed once per day. And, they shoul be fed no more then they can comume in about 3mins. If there is food left on the bootom after a few mins. , you are definately over feeding.

Im not sure what a "laver of weid whitee stuff" means. But yes, they work well for keeping gravel clean.

Yes a vacuum gravel cleaner would be a great idea,even if you have a filter box and wool. Not all of the dirt will be rid and you need the grit to be clean and hygienic.

Yes. Get a good one and learn to use it often. Cleaning the gravel is a very important part of keeping healthy fish healthy.
It's cheaper than replacing alot of dead fish.

I swear by mine i have two tropical tanks so my gravel cleaner makes short work of the tanks, it really drags up the sediment from under the gravel
I havent got a electric one mine is a syphon one
I wouldnt be without mine and they are under a tenner

I have one and it is great to use, mine hooks up to the sink and it creates a syphon suction. I would say yes get one they are so easy to use. Just don't suck any fish out. And for the white stuff on the bottom of your tank I think you may be overfeeding a lil. and that is food that is growing mold.

You didn't say if you have bottom feeders such as corycats.If you do have them and still want to get the gravel filter then make sure you feed your bottom feeders extra. The gravel vacumn is what I use.It does a pretty good job cleaning but it doesn't work all the time so my corycats still get to eat. If you don't have bottomfeeders than it should be fine for you to get an undergravel filter.
