Rarely there is a small band of tissue over part of the opening - the urethral meatus - so it looks like there are two openings.
Likewise rare, there may be a second opening of the urethra at the bottom of the glans penis.
I've seen each of these only once.

it isn't normal, yet it isn't uncommon for some guys to have 2 different holes at the tip of their penis
